Lost language driver

I have reinstalled Win 98 SE on my computer attempting to improve performance.
As a result I cannot start my Paradox 7 that have been using for at least 7 years.
The message I get is:
"Could not initialize BDE
Cannot load language driver"
I have reinstalled Paradox 7 from original CD and still get same message.
Any suggestions what to do?
