Lost internet settings (connection)

I have a dial-up connection to the internet. So when I go to internet explorer it askes me if I want to connect to the internet. This works normally, however sometimes it will stop asking for a connection, and will keep at it until I tell it to ask. I know what the solution is I just want to know the cause, could any one tell me why IE is changing my internet settings and how to get it to stop.

Windows has the option to automatically dial your Internet Service Provider (ISP) to establish an Internet connection. This option can be controlled using this tweak.

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet Settings

Create a new binary value named "EnableAutodial", and set the new value to equal "01 00 00 00" to enable autodial or "00 00 00 00" to disable it.

Note: This restriction can be used either on a user by user basis by adding it to HKEY_CURRENT_USER or on a computer wide basis by adding it to HKEY_LOCAL_MACHINE.

To view the list of names and addresses recorded by AutoDial, type the following command at a command
prompt: rasautou -s

To delete a name or address entry from the list: Start/Run/Regedit

HKEY_CURRENT_USER\Software\Microsoft\RAS Autodial\Addresses

You can delete any TCP/IP addresses that you see under this key. Note that AutoDial can use IP addresses, DNS fully qualified domain names (FQDN), and NetBIOS names.

I have discoverd that this regestery edit does the same thing as: tools >> internet options >> connections >> dial whenever a network connection is not present. I still have the problem with the computer, or some other higher lifeform telling the setting to go back to "never dial a connection" or "EnableAutodial" as "0
 
I know, what I said is that I can do the same thing the regestry is doing by clicking on tools >> internet options >> connections >> dial whenever a network connection is not present. The problem I am having is with windows/ Internet explorer telling my connection that it shouldn't connect automatacly anymore. The setting does stay for a while, sometimes even a week or more, then when I come back it won't connect automaticly anymore.
It's isn't another member of my family, all the other people who have access to the computer don't know how to make this change. You could call me admin.
