Lost dialtone and outdial, dtr fails all channels

I have a customer that has bought a used option 11c, rel 23. When the system arrived, it was working fine, except that the dialtone on 500 sets using a mwl line card was very loud and could not be broken. Now the dtr x command shows that every dtr fails in 000. I have replaced the ssc card but still have the trouble. No dialtone on digital sets and cannot dial out on trunks. extension to extension and to voice mail internally work fine.
Any advice before I try for another daughter board. I have no pcmcia cards. If I get some pcmcia cards locally and do a backup, will that be sufficient to reload a new daughter board?????

Go into ld 34 and do enlx 0. This command initiates a reset on the tds and all units on the cpu card. Digital sets do not require dtr's for dial tone, but analog sets do.
Now see what you get when testing dtr's by using the dtr 0 and units 0 thur 7 in ld 34. Probably the dtr/tds/mfs card is disabled on slot 0.

I tried that already and still get the same thing. I also have entry's in the supl in the cfn. This is a single cabinet system and I dont think there should be any entrys there. Am I correct in this? It has been since rls 18 that I worked on an option 11.

Make sure you xct and dtr's are built on loop 0. If this switch has been upgraded from a prior core NTDK20 SSC card these items would be built on loop 1, on the old conf/tds card. If this card is no longer present they must be on loop 0. Also the sdi ports in cabinet one are on the new core ssc not the old conf/tds in loop 1. You cannot install new software by backing up the switch on a pcmcia card only the office dependent data base. The system software must be downloaded from a Nortel Web Site or purchase from nortel on a new software daughter board or pcmcia card loaded from nortel.
