Lost control panels & other nuggets-o-joy

My Windows 98 box is acting up. On reboot, the problems go away, but after some amount of time (a few hours?), the following symptoms reappear:

Screensaver works but no longer asks for password
Display control panel will not launch
Mouse control panel will not launch
Network control panel will not launch
IE 5.5 displays "Cannot find server" for any page requested
Printers control panel will not launch
Device Manager under System Properties does not display any devices

Here are some particulars:

Dell OptiPlex GX110
Windows 98 Second Edition 4.10.2222 A
128MB RAM
Norton AV running
MSWheel running

I don't remember installing/changing/deleting anything particular before this problem started. Any ideas?
