loss of picture clarity when resizing

I have TIFF files that are huge. I need to resize them so they fit in a movie clip in flash. When I resize and put it in my movie clip the picture is out of focus. I really like Photoshop 7 but I am a beginner. What can I do to have the picture look clear when resized to a smaller size? (i.e. 1428 x 2070 to a size of 100 x 150) The secret in education lies in respecting the student. {Ralph Waldo Emerson}.
 
You cannot have the picture look clear at a resolution of 100x150. That is the size of your thumb.

Check your import and scaling options with Flash as further image degradation may be occurring there. Images are resized by several methods. The common method in Photoshop is bicubic resampling. Other sampling or scaling methods in Flash may create image distortions.
