Loss of network

Normally if I have a loss of network between IPO and a 4602 for a few seconds the phone waits 13 seconds and goes in discovery mode; then when the network connection will restabilisc the phone will automatically reconnect to IPO.
The problem is that many times when there is a loss of network the phone will block and it does not go to Discovery mode: I have to restart the phone because it remains blocked (I do not hear the tone and i'm not able to digit numbers).
All of that appens NOT during a call
Why?

If you are loosing network,somthing is wrong!
you need to investigate the cause of he porblem not the symptoms
