Losing Page Headers when Exporting To Excel

I have a bundle of reports that I've scheduled on CE as Excel docs. Some pull the headers and footers but some don't. Essentially they are the same report but for different clients, all I did was copy one and change the Report Header and Parameters and if I run any of them in CR and Export then I get the Headers and Footers as I expect but it just isn't happeing from Enterprise.

I've ticked the export page header and page footer box and I've also tried Use Options saved with report but all to no avail.

Have you tried unchecking "Simplify Page Headers"? I know that when i export to excel, if i don't uncheck that box, i lose headers.
