losing network browsing capabilities

Our company network has 11 stations. The server runs win98, most of the workstaions do as well, however some have XP. From time to time we will lose our ability to browse the network.. The workgroup will still be there but then it says 'network path not found' and so on. I can usually do a computer search and find the other workstations but this is a pain. Usually after a full, sequenced shutdown( all PC's then server, then start up) it will restore the browse ability.
Is there some other setting that needs to be in place so this does not continue to happen??
