Losing Data Formatting when Exporting to RTF

I am having a hard time getting a report to export in RTF correctly. When I export the report the formating is all out of wack. Is this a common problem, and if so is there any solution other than exporting to PDF?
 
I have to design the report with RTF in mind because the programmer is adding it into a word document. The text will never be edited, but everything she inserts other than text is rtf. I have a number of text boxes with borders that are close to each other that appear to overlap each other once they are converted to RTF.
 
Consider a 3rd-party Crystal tool as a solution. For a list of such tools, see:
My Visual CUT software allows you to embed Crystal formula content directly into a Word template document and to save (and email) the resulting file into a new dynamically named file. You can even embed Crystal formula content into formatted Word tables inside the template document.

The advantage of this approach is that you retain the precise formatting in the template document. The content replacement applies not only to the main body but also to any other section (header, footer, text box...) within the template document.
