Looping Out of Office

A colleague has set up an OOO using a rule to add template. There are no additional rules applied.
Over the weekend they received thousands of auto generated spam reports from an external server which appear to be caused by a loop triggered by the OOO.

I've since replicated their template rule and sure enough, when sending to a recipient at this server i see a loop develop.

I dont understand why it is not recognising the mails are from the same sender?

All of the mails have exactly the same subjest and body. The e-mail is the same x400 address.

Any help on this is much appreciated.
