Loop-start trunking

Hello all,
I currently did a configure for a phone system and cant seem to dial out from my CO trunk. I currently have 8 POTS lines connected.
The call seems to be routing correctly but gives me a steady busy. Here is a trace of the call (In California dialing to Seattle).
Route pattern 7 is our "unlimited calling" and COR on the phone is correct. Please advise,

use a test set on each loop start line and dial 1 + area code + 7 digits and see if you get a busy from the provider

Also make sure you signed up for a long distance provider on these trunks
 
Figured the resolution out, it was a "duh" moment.

The POTS lines were actually lines off another PBX.
Went through route patterns and entered a 9 in inserted digits so that way there's a double 9 for their PBX as well (in not so technical terms)
figured id post resolution for anyone who is new to the system.
