Certain loop channels lock up and calls can not pass them in the hunt sequence. It appears after there is an event or maintenance involving the Manhattan switch. Possibly relating to or following a system restart. We are not aware of this until multiple users report the problem. Incoming callers cannot get through until the loop is reset and then system must be restarted again. I would say this outage has occurred around 7 to 10 times in the past five years. Nortel has never been able to identify and correct the issue. The system is a CS1000.
