Looking to send calls off net to multiple numbers

As the title says, looking for a method I can send one call to multiple off-net endpoints, if possible. I've tried using Coverage Paths and Coverage Answer-Groups with Extensions forwarded off-net, among a few other things. It seems onces that calls has even attempted to go off system, it's unable to continue to the next step in the Coverage Path. Is this something that can be worked around or is this a limitation?

It is, it works when it's set to a single cell phone. The issue arises only when I try to send it to multiple off-net endpoints. I am going to try setting up a couple stations with EC500, then use a Termination Endpoint Group to signal them next. Hoping this works, as I had only tried the call foward previously.
