From what I've seen, freelancing/"consulting" is all self-promotion. There are web sites that try and connect coding projects and coders, but don't depend on that for any sort of good money. Try

And if you have the time, check out the comp.databases.ms-access, where there is often discussion about this sort of thing. Most of that community are Access consultants.
