looking for tip on systems

I have a application specifically a hotel call board, putting single line analog phones that the user would pickup dial a 3 digit code for the particular hotel and it in turn connects to a predefined number for that 3 digit code, if the number that they call is changed, they change it once in one place and it is effected system wide, (also changing remotely via PC's) also the memory should be non-volate i.e. if the power dumps they memory stays, I'm looking for recommendations I know Nortel analog phones but these phones will not have a Link button, also looking for least Cost between 8-12 sets involved
 
If you had less than 100 different numbers, you could install a Partner ACS key system with analog phones. User would press pound + 600-699 to access system speed dials. All other dialing could be restricted with speed dials overriding the restriction. Numbers could be updated via Partner's GUI application. Other key systems may provide more speed dials.

Im thinking partner also

i have a small moetel , 18 units with a partner system , we are using avaya 6219 single line sets

We used the partner 6 button phones to start with and had lots of problems
 
anytime i think hotel, mitel usually gets installed.. nortel has that feature on their pbx's but the line size as compared to cost would kill that... the systems i have installed for airports either dial a programed number or give the caller a menu, press one for limo service, two for hotels etc, works great but those were nortel or old rolm days

I have mentioned the Partner system to the end user as a option what will become of it I'm not sure but thanks to all for the "insights
