Looking for subreport formatting help 1

I have a subreport based on sequence. Some of the records have 3 values. I created the formula to Maximum({field}) which shows the highest number. I also formatted the subreport to supress duplicates so I only shows the 3 once on the report, however the field height is 3 times as large as a 1 field height. Likewise a 2 result answer has a field height 2x that of the 1 field. Looks like a space is included for the suppressed duplicate.

Is there anyway to format the subreport so all field heights are the same as a 1, whether the displayed number is 1,2,or 3? Does this make any sense??
 
Make sure all group headers and unused sections in subreport are suppressed.

or also in sureport against sectionsexpert check suppress blank sections.

Thank you Ian, I had completed step one, but step 2 worked. Report is much shorter and neater now.
