Versions of Excel prior to Office 2003 don't come with a .NET primary interop assembly, so you have to create your own by setting a COM reference to the Excel COM automation library. Afterwards, it behaves just like it did under COM -- you instantiate an Application object and go from there.
The documentation (assuming you did a default install of Office) is at: C:\Program Files\Microsoft Office\Office10\1033\VBAXL10.CHM
