It looks like the result of a HDR (high dynamic range) plugin or software, dunno which one though. Have you tried t contact the gut that posted the picture to the web?
Yes, that's exactly what it is. I found a stand alone program called Photomatix that does a great job of producing that effect. I also found a plug-in called ReDynaMix, but it isn't as good.
