Looking for info on how to build a Wi-Fi-FreeSpot?

I'm looking for a GOOD hardware/software solution for creating a WiFi hotspot. The client would like say who gets free access and who pays. Any ideas would be helpful.

Pretty much any new router can do this with mac filtering.

You can't tell whos paying and who's not but you can block people or let them through.
