Looking for definitive answer on DMS-100 extension bit

I need to know the following --

When running DMS-100, the CHID extension bit (channel identifier extension bit) in Octet 3.3 for Setup, Call-Proc, Alerting, Connect, Connect-Ack, and release messages are set to 0.

I have received contradictory statements that for service and restart messages this bit should be set to 0 or to 1.

Any help or references that may be available would be greatly appreciated.
