two i am going to suggest.
1. this forum
2. cognos documentation (with product and in knowledge base)
books for cognos products are very less in number and dont know how many are using them.

Having just disposed of a load of series 6 Cognos training manuals/student guides last month, it occurs to me that you might find similar for series 7 on ebay or other auction site. OK, so you won't have the examples to support the exercises, but they can be more explanatory than the help files.
