Looking For A Windows VPN Server with Per User Bandwidth Management

I'm looking to setup a VPN server running on my exisiting dedicated server running windows 2003 standard. I understand that the Remote Access Service can be used for this, however I need a server that offers per user or per group bandwidth limiting so that I am able to allow varying amounts of bandwidth to different clients.

My only other requirement is that it runs in windows, (they are rented boxes so hardware solutions are not practical), so must be a multitasking solution that will run alongside other services, rather than one of the systems based around a heavily customised linux install.

Any advice would be much appreciated.
 
ISA would be the only other MS product that can do something similar for you. Don't quote me here, research, but I think that ISA does not have the ability to limit bandwidth based on group, but it can quarantine, allow, or prevent access.
