Looking for a program that creates Windows XP Icons

I have Photoshop and Image Ready and unfortunately they do not create icon files for windows xp. I'd like to try designing icons. Granted I can create the initial icon using PS I'll need another program to go from .psd to icon.
Any suggestions?

Hmmm...I thought you could simply save as a bitmat .bmp then rename to .ico then in the executable .exe profile assign the new icon .ico

if you don't mind spending a few quid I can recommend IconWorkshop by Axialis software:

It does all formats, and is a really nice app to use!
