looking for a network device to speed up internet connection...

my network has 20 pc including a server. our ISP provider have given us 5 static ip address for accessing in the internet. as of the moment i have a linksys router which is configured one of the static ip address that out ISP provider had given us. the problem is that the internet gets so slow that were having problems downloading and uploading files in the internet. is there a way or a device that i can use to utilize all the static ip address that our ISP provider had given us and divide it thru all of the pcs in my netwrok?
 
Using a second or more IP address is not going to change the fundamental bandwidth of your pipe. You gain nothing by changing from the setup you now have.
 
if so then why is it that our internet is so slow. im just new in this kind of field. could someone help me with this.
 
What kind of internet connection are you using?
What is the stated bandwidth up and downstream of the connection?
How many users are sharing this connection?
Are there any P2P users of the connection -- Kazza, edonkey, emule, Limewire, BitTorrent?
 
here's how my network is setup...we have about 20 pc including the server. i have 2 hubs(16 and 8 port) that are connected to each other and a linksys router that is configured to host our DSL internet connection. when im conducting a bandwidth test...the results are 681 kbps. is that enough for 20 pcs?
