Looking at another user's email

One of the owners has asked me if there is a way to look at another user's email messages. Is this possible with exchange 2003? He is looking for an email the user says never arrived.
 
Yes... Give that user1 access to users 2 mail store and then go to user 1s outlook and add the mailbox.

That should do the trick.

 
Use exmerge to get the email into a .pst file. That way, you're not actually looking at the other email.

We use exmerge here to export their Exchange box to a seperate PST file. You can then open that PST file from within Outlook (File - Open - Outlook Data File).

We also have a policy here that this can only be done with approval of the HR department.
