Look of a submit button

The following page has 2 identical forms

In IE 5,5 the first submit button displays with a 1px black border while the second does not. Can anyone explain why there's a difference and can I get rid of the line using styles (I've tried obvious styles tono effect)

The button with the blacker border is the default selection. i.e. if you pressed return that is the button that would be selected.
Maybe you could blur the button to make it look the same as the other one, although I'm not sure it actually has the focus. Hope I helped / Thanks for helping
