Long distance restrictions.

I know we can create call codes for users to be aloowed to call long distance.
I am looking for a way to prevent users from calling OVER seas.

I need then to be able to call USA since we are in canada, But NO calls to overseas, these also would require using 011 at the start of the dial process, is there a way to limit these??????

Then make it about us....
 
You can do this via ARS.

Create a COR group that includes all CORs.
Create an ARS Route that uses this COR group.
Define the digits 9011 to use the ARS Route you created. Because you are using a COR group that has ALL CORs listed, no one will be able to use the route.

Just bear in mind that there are quite a few locations where you do not need "011" when dialing international calls. The lessons we've all learned about toll fraud promlems to the Dominican Republic should (good old area code 809 and it's many clones) should serve as proof.
