Long-Distance Multi-Node Control Network

Hello,

I'm very new to the IoT world. However, myself and a friend are working on designing a system that will include around 40 nodes. All of these nodes will be directly connected to a central node forming a star-topology network. We want to send control signals from the main node to each one of this 40 sub-nodes at distances up to 1.5km. These 40 sub-nodes will be solar powered so power consumption is an issue.

Does anyone have any good ideas for protocols/devices we can use? I've read a lot about LoraWAN, however, it seems that this network is primarily used for sensor networks in which data is received by a main gateway, whereas we want to transmit data from a central point.

Any info is much appreciated! Thank you.
