Long distance Fraud on a CICS

How do I stop long distance fraud taking place through a CICS?
My client has identified a problem, through the help of the service provder, that there is someone "hacking" into their phone system and making long distance calls. What needs to be changed in programming to stop this from happening?

Long distance or International? If International, have the carrier block international. If they have to call international, setup COS passwords.
 
Toll fraud occurs in the voice mail system, when someone hacks a mailbox and reprograms the outdial string. They then call back in to the system, have the AA direct them to the hacked mailbox and press "7" which tell the system to transfer the call to the number programmed in the out dial string.

The easiest way to stop it is to turn off out dialing in the mailboxes.

If someone must have it (likely for transfering calls to cell phones while they are out of the office) make sure to use complex mailbox passwords. Not 1111 1234 etc.

You can also Toll restrict the ports the voice mail is connect to stop out dialing LD numbers.
