Long Distance Call Problems

I have a Meridian 1 Option 81C
We have a ATT&T T1 for long distance, but if all ports busy goes to our other T1's.
Problem: Someone calls long distance and got an AT&T announcement "call cannot go thru call representative to establish account."
A few minutes later the person can make the call.
Been getting serveral calls from users about the same problem. I have a call into AT&T but what can I do on my end?

Talk to whoever has your other T1 and make sure that they are picked for AT&T as your long distance. Like here if I don't let Verizon know mt provider I will get the same message.
