Logon screen takes forever to appear

We currently have 5 sites connected via T1's (each have their own). They are connecting to PeopleSoft Financials 7.5 via a shortcut on their desktop pointing to the pstools.exe on the server. It takes over 2 minutes (it's been timed) from the time you double click on the pstools.exe until the login screen appears. This is an all day every day occurance, not sporadically. Once you login everything seems fine. We've checked the router logs and bandwidth utilization remains constant between 1 and 2 % so there's plenty of pipe. Has anyone run into this or have any suggestions on what to look at next?

You can perform a "local" install of the Peoplesoft application on each of the remote user's PCs. It's a pain for managing updates, but we've done it here with no problem. Simply copy the top level folder to the user's C: drive and update their shortcuts.
 
How are other apps running (as far as speed)?
Make sure your NIC on the server is set to match the port speed and duplex of the switch that you are using...

(i.e. if server is 100 FULL, set switch to 100 FULL)..
