Logon failure event in XP Pro

If I have a logon failure event in my event viewer and it says reason "unknown user name or bad password" does it mean that someone is actually trying to sign on to my machine? Or that someone just saw it in network neighborhood and clicked on it?

This event would only occur from a local console logon attempt, not from a remote event.
