Logon Banner not appearing on workstations

First I'm using Win2K Server and XP Pro Workstations.

I am attempting to have the XP workstations show a Logon Banner prior to the logon attempt.

I initially tried:

Administrative Tools>Domain Controller Security>
Windows Settings>Security Settings>
Local Policies>Security Options
Message Text...
Message Title..

This only created a logon for the Domain Controller itself.

Next I tried:

Administrative Tools>Domain Security Policy>
Security Settings>Local Policies>Security Options
Message Text...
Message Title...

I rebooted the DC and the workstation and I still do not see a logon banner on the workstation.

What am I missing?

 
open AD Users & Computers.
Right click your domain and choose Properties.
Click the Group Policy Tab
Create a new policy and choose Edit.

Navigate to:

Computer Configuration
Windows Settings
Security Settings
Local Policies
Security Options
Interactive logon:Message text for users attemting to logon
