As far as i know the only way to accomplish what you want is to include your header in a row(s) at the top of the document and include the Logo/Pic there. You can then in PageSetup under the sheet tab assign that row(s) to be repeated for each page. You should exclude rows from the Print area.
The only other way would be have your logo as a font and use it in the the regular header setup.
Acron is right - and that's after I've checked an archive answer from an Excel MVP. Custom fonts or top coupla rows and repeat for each page are the only workrounds
