Login to RAS VPN by default?

I am searching for a way to make the "Log on using dial-up connection" option checked by default for remote users in a Windows XP/Server 2003 domain. I am aware of the RasForce registry hack, but the problem with the RasForce approach is that it makes it impossible to uncheck the box, thereby completely shutting out the user if they do not have an active internet connection at the moment. Obviously, I do not want to do that because some of these users are on laptops that are not always connected to high-speed connections and they need to be able to access their computer even if they cannot authenticate with the network right that minute. Any help would be greatly appreciated. Thanks. -Patrick
