I have several Win 7 Pro PCs on a network that when initially booted up will not display the login screen. I get the background and have mouse control along with lights toggling on and off of the keyboard but no Ctrl-Alt-Del. Upon powering off/on everything works fine. It is extremely random and there is nothing in the logs. Any ideas? Thank you!
 
Are the machines connected to a domain or stand-alone? If part of a domain, unplug network cable and see if it makes any difference. I know - only happens randomly.

2. What settings are set in Control UserPasswords2 in terms of "Require users to press CTRL ALT DEL"
Two ways to run it to check:
WinKey+R > control userpasswords2
Start > Search > netplwiz
