Hi,

What is the port no for the login command?

Is there any way where a user can be authenticated depending on his ip-address??

The port number for telnet is 23, that's probably what you mean by the login command.

Authentication by IP address is perfectly possible but may not be all that useful. IP addresses change quite frequently (with DHCP) and you may find that it's not appropriate.

The script /etc/profile is run each time someone logs in, that would be the best place to put validation functions.
