Login Levels - customer areas

Most database login scripts assign "levels" 1,2,3 for security. I need that kind of generalized security for "members only" areas, but I also need to be able to let customers-only log into their own directories. Is there a way to accomplist this without having to have many many "levels", each unique to an individual customer and each somehow tied uniquely to a directory. I know I can do this with operating system permissions, but I'm hosted by CIHost and their protected directory login is confusing to my customers. I need something I can customize to be user friendly to naive computerphobics.
