Logging out of Terminal Server 2008 Session

While testing, I'm noticing when logging out of the session, my screen will turn to the blue background with nothing else on the screen and sit there and never end/close the session. It will eventually reset the session when the time limit is reached, but what is causing this? and what's the fix?
 
**Another note, when users log in they automatically run our VB6 app. via user profile, environment. So when they exit the app is closes but does not close/end the terminal session.
 
Look like we will try adding logoff.exe after exiting the app.
 
BridgeRE - I have this problem on my Win 2k3 TS when using a locked down TS environment. We ended up just opening up the TS desktop and not trying to use the restricted TS enviornment. I also have a very legacy system that was running and after a lot of poking around, I found the program when you "exit" it wasn't closing/exiting normally. Never found an actual fix to that problem (something about the cobol compiler for Windows is what i got back from the vendor of the app)

Adding logoff.exe to the final routine in the software does the trick. Thanks
