Log on to Windows on DISABLED Administrator account??

Administrator (username) account is disabled. But, when log on as Administrator from Safe Mode, then log on passes successfully !?!?!?
How is it possible. Isn't this the biggest security hole in Windows?
Somebody know how to really disable Administrator account?
 
Safe mode administrator is the "true" one and only, administrator. All others are users with administrative rights. Google it for extensive explanation.
 
A bit of a contradiction here.

Even when the Administrator account has been disabled, it can still be used to gain access to a computer using Safe Mode.



The built-in Administrator account cannot be disabled.
