Log off behavior

Hello,
I'm running windows 2000 pro and have a quick question.
What determines how the computer behaves when no one is logged in? I logged out yesterday, left the computer running and the default windows 2000 screen saver came on. How can I change those settings? I thought that it might have used administrator for those settings but it's not. I also tried logging off after changing settings for a particular user and that wasn't it. Anyone have any ideas? Thanks in advance for any help.
