Log In Problem to Shared Database

I am supporting an Access 97 database that is located on one of our network drives. I have two users that log into this database. The problem that I have is that if user 1 logs in first, then user 2 can still log in. If user 2 logs in first, then user 1 cannot log in.

Both users have read, write, create and delete permissions to the database directory. Both users are accessing the database through a shortcut on their desktops. The shortcut is a follows:
"G:\Users\Public\Namecards\EXP217.mdb /user Admin /nostartup"

I have check and the database option property is set to shareable on both machines when they are able to get into the database.

Help. I am lost on this one. Thanks.
