I got it.
"As part of the installation, Crystal Enterprise creates an Administrator account and a Guest account that do not have passwords. Log on to the Crystal Management Console (CMC) with the Administrator account and use the following procedure to create a secure password for the Administrator account."
The help in CE sucks.
