again sorry my sql is limitied

had to look at a sql7 server that is running like sack of spuds

i know that the log device is 1194mb - while the space consumed is a mere 20 mb's
the database is 1056mb and in size it is 950 mb.

am i correct in saying log should be about 20 percent

is the only true fix - delete and restore db
i seen bits about stop db - delete log and it will recreate
if i stop and rename then db will not start

 
You shouldn't have to go to any extremes like deleting and restoring the database.

Depending on how your recovery mode is setup for your database you could do the following

Simple Mode (to check this go to Enterprise manager -> your database properties -> Options tab. In Simple mode you should just be able to right click on your database and select the shrink option.

Full Recovery mode - you'll have to backup your transaction log... once this is complete you should be able to shrink it down quite a bit.
