Locking icons on desktop

Is there a way to prevent a local usser from adding or removing shortcuts and icons from the desktop using Local Group Policy?

I would ensure the user doesn't have Administrator rights on the PC and then place all the shortcuts you need on the desktop inside c:\documents and settings\All Users\Desktop.

This way the user will not be able to change or remove the icons and they will appear for every user on that PC.
