Locking down windows

I need to be able to disable certain users from accessing the control panel and the dialup properties ( I have a lot of fiddlers who continually change settings and then complain that their machine is broken!!!!)

I remember reading something about it a long time ago but cant for the life of me remember where
any help would be greatly apreciated

you can set up poledit to limt them. it on the windows cd under admin So long and thanks for all the fish.
