Locking Down Terminal Server

Hello all. I have been given the job of locking down a Terminal server on a window 2k server. I am finding this extremely difficult because we are not running Active directory yet due to the fact that we still have many window NT systems on the network. I have tried the system policy editor but still it doesn't seem to give me the security that the big wigs want. Does anyone have any suggestions on some free software or cheap software or any other ideas of how to lock down the terminal server. Any ideas would be great!
