locking an account when a password expires

What exactly are you trying to accomplish? If you set the policy to expire passwords every "X" days, then that will force the users to change their passwords every "X" days.
If you have a specific account that you wanted to control the password for, set the option to not allow the user to change the password, expire it in "X" days, then you will effectively control that account's password.
