Locking a Hard drive

I am running Windows XP on a Pentium 4
my motherboard is an Intel 865 perl
my file system is NTSF
I am using Partition Magic 8.01 to try and partition my hard drive, it will not work.
cannot lock drive.
error #27
how can I fix this?
