Trunk status shows to be locked from attendant console. Trying to find a way to unlock from console.

there are a couple of things you can try from the console:
function-att function-trunks-trk number-enter-att access and see if the "forced rls" comes up, if so press that key and see.
If that doesn't work try to busy the trk out and then clear it.
function-att function- trunks-trunk number-busy out-set.
To return to service do as above but at end press clear.
Those are a few from the console if you have remote access and the above don't work we may be able to try other options.

Have already tried all of the above. Remotely have tried to return the line to service, have tried all of the console functions you mentioned, no go. Status of line is always locked.

no, no one on site with a whole lot of skill. Walked someone through re-seating the card, but line is still locked.

that is what I would have done. I wonder if you had the console unpluged for say 30 seconds, grasping at straws.
The only other thing would be a remote restart at a quite time.

Agreed, thought I was missing something, or line could be flaky from provider, but it is on a span, single channel.

What type of circuit is it? It is very possible on a CAS t1 to have a bad channel from the provider.
I've also seen it on ISDN PRI's but it is seldom.

So do not discount the carrier as the cause.

It can also be a defective T1 card on the 200.
